SUBJECT

Revocation of Department Administrative Order (DAO) 203-1, Appropriation Requests and Related Budget Matters, dated April 20, 2007.

 

STATEMENT OF THE ISSUE

The Office of Budget (OB) published a Budget and Program Analysis Handbook (the Budget Handbook), which currently appears on its website. Nearly all the information in DAO 203-1 appears in the Budget Handbook and therefore is redundant. In addition, OB will be revising the Budget Handbook to include information from DAO 203-1 that 1) emphasizes the authority of the Chief Financial Officer and Assistant Secretary for Administration (CFO/ASA) and Departmental Budget Officer in relations with the Congress, and 2) includes details from DAO 203-1 that provide further information on the restrictions on the release of information.

Incorporating these changes to the Budget Handbook will result in DAO 203-1 becoming obsolete since everything would appear in the Budget Handbook, which carries the full force and effect of a DAO, as stated in DAO 200-0, Department of Commerce Handbooks and Manuals.

In addition, OB and the Office of General Counsel (OGC) reviewed the DAO and jointly determined this DAO is no longer applicable or needed.
