Richard L. Townsend
Director, Office of Facilities and Environmental Quality

Director PhotoRichard L. Townsend is the Director of the Office of Facilities and Environmental Quality in the Office of the Secretary, U.S. Department of Commerce. 

In this position, Mr. Townsend oversees Departmental policy, programs, and operational functions.  He serves as the Department’s Senior Real Property Officer (SRPO) and is a member of the Office of Management and Budget’s Federal Real Property Council.  Additionally, as a part of his energy and environmental management oversight role, he serves as the Deputy Chief Sustainability Officer (Deputy CSO) for the Department.  Mr. Townsend also has operational, support, and maintenance responsibility for the Commerce Headquarters building, and is currently overseeing the Herbert C. Hoover Building Renovation and Modernization Project on behalf of the Department.

Prior to joining the Department, Mr. Townsend has held leadership and senior management roles in both the private and public sectors.  In the public sector, working for the Department of Defense based at the Pentagon, he supported the real property policy/acquisition needs for the Office of the Secretary of Defense, the Military Departments, Defense Agencies and Field Activities.  In the private sector, Mr. Townsend has held senior positions at General Dynamics, Booz Allen Hamilton, and Parsons Corporation supporting clients such as the U. S. Missile Defense Agency, the U. S. State Department’s Overseas Building Office, and the U. S. Intelligence Community.

Mr. Townsend is a Registered Architect in Maryland, Virginia, and Washington, DC.  He earned his Bachelor of Architecture degree from Carnegie-Mellon University in Pittsburgh, PA.  Mr. Townsend is married with 4 children, 5 grandchildren, and 3 Labrador retrievers.
