OFFICE OF WHITE HOUSE LIAISON

SECTION 1. PURPOSE.

This Order establishes and prescribes the functions of the Office of White House Liaison.

SECTION 2. STATUS AND LINE OF AUTHORITY.

The Office of White House Liaison, a Departmental office, shall be headed by a Director who shall report and be responsible to the Counsellor and Chief of Staff.

SECTION 3. FUNCTIONS.

The Office of White House Liaison shall provide staff support to the Secretary, Deputy Secretary, and senior-level Department officials on policy and operational matters specifically dealing with the Schedule C and non-career executive personnel of the Department. In carrying out these functions, the Office shall:

a. Conduct studies and evaluations of proposed policies and operations specifically dealing with the Schedule C and non-career executive personnel of the Department, and advise on their implications for the overall mission and objectives of the Department.

b. Facilitate appointments to all Federal advisory boards.

c. Provide recommendations on the filing of vacancies on Secretarial advisory boards and committees, including full-time positions.

d. Maintain cognizance of the policies and activities of the Administration and those of other Federal agencies and State and local governments and advise the Secretary on matters having real or potential effect on the Department.

e. Act as liaison with the White House, other Federal agencies, Congressional offices, State and local governments, and private interest groups and individuals on matters affecting the Schedule C and non-career executive personnel of the Department, and which are confidential or sensitive in nature.

f. Advise the Deputy Secretary on selective resource requirements for the Department's program activities.

g. Archive historical information to ensure future availability.

h. Assist the Deputy Secretary in facilitating the Department's transition to the next Administration.

i. Perform special assignments as the Deputy Secretary may direct.
