Personal Identity Verification Training

ENROLLMENT OFFICIAL

September 2005

Purpose

1.  To introduce you to your role as “Enrollment Official” in the Department of Commerce (DOC) Personal Identity Verification (PIV) Program.

2.  As an Enrollment Official, you are required to complete this training.

What is PIV?

1.  The PIV process provides a commonly accepted identification card and reliable form of secure identification for all Federal employees that:


a.  Is issued based on sound criteria for verifying an individual’s identity
b.  Is strongly resistant to identity fraud, tampering, counterfeiting and terrorist exploitation
c.   Can be rapidly authenticated electronically
d.  Is only issued by providers whose reliability has been established

2.  A PIV card will allow entrance into DOC facilities and will provide more efficient access to other Federal buildings.

Enrollment Official Role and Requirements

1.  As a PIV Enrollment Official,you will be responsible for the initial identity proofing of the Applicant as a Sponsor proxy and for submitting the verified information to the Applicant’s Sponsor.

2.  To be an Enrollment Official you must meet the following eligibility requirements:


a.  Be a Federal employee authorized in writing by the PCIF Manager
b.  Trained on identify proofing and able to assess validity of identify proofing documents
c.   Be a US citizen or US national
d.  Have a favorably completed background investigation (NACI or higher)
e.  Have successfully completed the PIV Enrollment Official training

Procedures

For new Applicants, you will:

1.  Receive a signed PIV Request Form from the Sponsor.

2.  Receive from the Applicant in person:


a.  I-9 Form and background investigation documents
b.  Two completed fingerprint cards
c.   One passport-quality photo (or you may take a digital image), which meets the requirements of SP 800-76
d.  The Applicant’s PIV training certificate

3.  Identify proof by:


a.  Reviewing the background investigation documents for completeness and signatures
b.  Visually inspecting, validating, and copying identity source documents
c.   Verifying that the picture on the identity documents is of the Applicant
d.  Ensuring Applicant completes and signs Section 1 of the I-9 Form
e.  Completing and signing Section 2 of the I-9 Form

4.  Send to the Sponsor by secure delivery means (e.g., Registered Mail/FedEx):


a.  The PIV Request Form
b.  I-9 Form
c.   Investigative documents
d.  Fingerprint cards
e.  Photo
f.     PIV training certificate

5.  For card renewals, you will:

6.  Receive from the Applicant’s Sponsor:


a.  A signed PIV Request Form
b.  A request for identity proofing (if applicable)

7.  Ensure PIV Applicant training module is completed by viewing the certificate of completion.

8.  Receive or take an updated photo of the Applicant.

9.  Identity proof upon Sponsor’s request.

10. Send the PIV Request Form, the updated photo, the I-9 (if applicable), and the PIV training certificate (if applicable) to the Sponsor by secure delivery means.

PIV Privacy, Security, and Protection

1.  You have a responsibility to contribute to privacy, security, and protection of the PIV Program.

2.  By Title 18 of the U.S. Code, it is a Federal offense to counterfeit, alter, or misuse the PIV card and system.

3.  Your primary contribution to the privacy, security, and protection of the PIV program is to follow all FIPS 201 and DOC guidelines on handling personal Information in Identifiable Form (IIF).

Summary

As a PIV Enrollment Official, your functions include:


a.  Receiving the PIV Request Form, I-9 Form, background investigation documents, fingerprint cards, photo, and Applicant training certificate
b.  Verifying identity documents
c.   Signing appropriate forms
d.  Sending completed packet to the Applicant’s Sponsor
