What we do?

Principal Activities

Some of the principal activities in which our office is involved are described below. If you would like additional information, please do not hesitate to contact us. Our staff will respond promptly to any questions you may have concerning our program areas. If there is an administrative function in which you are interested but are unsure which Administration Directorate has responsibility for it, we will be glad to refer you to the appropriate office. Administrative Support Centers (ASCs) - Assists the CFO/ASA with the monitoring and oversight of four ASCs, hosted by NOAA, and coordinates the activities of the ASC Customer Advisory Board.

Benchmarking - Assists organizations in determining if a benchmarking study needs to be conducted and then either conducts or assists in the coordination of the study.

Congressional Hearings and Testimony - Prepares transition materials, briefing books, congressional hearing materials, and congressional testimony for the Secretary, Deputy Secretary, Chief Financial Officer and Assistant Secretary for Administration. The Departmental Overview Briefing Book and the CFO/ASA Briefing Book are among the items prepared as well as "A Brief Guide for New Executives."

DOC Annual Accomplishments Report - Assists in the preparation of the Department's Annual Report by coordinating and preparing summary submissions on the accomplishments and status of all the Department's major administrative and support services.

Departmental Organizational Chart Book - Maintains and publishes, semi-annually, information in the Departmental Organizational Chart Book. This publication will soon be available on the Department's web site.

Departmental Reports - Coordinates the Department's Semi-Annual Report: Management's Report on Final Action for Inspector General Audits (March 31 and September 30), and the Secretary's Annual Statement and Report on The Federal Managers Financial Integrity Act (December 31).

Directives Management Program

Department Organizational Orders (DOOs) - Prescribes the basic management structure and organizational arrangements of the Department.
Department Administrative Orders (DAOs) - Documents and mandates continuing policies, standards requirements, and procedures prescribed by the Office of the Secretary for Departmentwide application or for application to two or more major program areas of the Department. DAOs can be obtained from here.
GAO Audits - Serves as the official point of contact with GAO regarding audit report clearances and audit follow-up matters in the Department.

Inspector General Performance Audits - Ensures that Departmentwide systems of audit follow-up, resolution and implementation are documented and in place for audit reports issued by the Inspector General. OMO provides staff assistance to bureaus in implementing the recommendations, resolving difficult audits through the resolution process, and conducting quality assurance reviews on closed recommendations.

Management Studies and Advisory Services - Serves as in-house consultants providing a variety of services, including: facilitating focus groups; customer satisfaction surveys; developing decision memoranda on policy issues; participating on bureau teams in examining reorganization needs and options; framing Statements of Work for contractor studies; drafting reports and testimony on the Secretary's management accomplishments; and developing innovative products. Leads or participates in the design, development or implementation of cross-functional studies such as: the ConOps Evaluation and Field Study Reviews.

Performance Measurement - Provides technical assistance to bureaus as they develop metrics to measure program success.

Pioneer Fund - Gives Commerce employees an opportunity to finance innovative quality and productivity improvement projects.

Quick Reaction Task Order Contracts - Arranges for technical expertise from "Big Six" firms to assist in major Departmental issues. Awards can be made in as little as two weeks. Examples include the AWIPS Certification (Booz Allen), MacDill Airfield Analysis (Price Waterhouse), and GPRA Assistance (Andersen Consulting).

Strategic Planning - Involves assessment of an organization's mission and goals in relation to its external environment and internal capabilities, projected into the future by several years. The GPRA places uniform requirements on Federal agencies for strategic planning.
