Office of Administrative Operations (OAO)


Mission

The Office of Administrative Operations (OAO) provides Departmental policy, oversight, and strategic planning in the areas of travel management, publications and graphics, reference and research services, mail management, fleet management, and copy services. The office also provides technical advice and assistance to Department of Commerce (DOC) operating units in assigned personal property, policy and program areas, and provides conference support services. Operational divisions include:

Travel Management - We are responsible for administering the DoC's travel management program, which includes:

  • Developing and disseminating Department-wide travel policy;
  • Providing advice and guidance to Departmental employees on travel policy and regulations;
  • Providing advice on the proper preparation of forms used for official travel; and
  • Arranging for the shipment of household goods for employees relocating into the Washington, D.C. area and other freight shipments.

Library Services - Operates the HCHB library; provides a variety of traditional and online reference services, including personalized research assistance; maintains liaison with the Library of Congress on library and information service matters; operates the DOC Diversity Center; and serves as Contract Officers Technical Representative (COTR) for the contract reference support services in the USA Trade Center's Trade Reference Assistance Center.

Mail Management - Establishes Department-wide policy and procedures for mail management; operates the HCHB mail room, including newspaper delivery to HCHB offices.

Publications Oversight - Supervises and manages the Department-wide printing and publishing program; serves as the Department's liaison with the Joint Committee on Printing (JCP), the Government Printing Office (GPO), and the Office of Management and Budget (OMB) on printing/publishing matters, and pursuant to the requirements of USC Title 44,  and OMB and JCP regulations; establishes Department-wide policy, standards and procedures for the development, production, and procurement or distribution of materials through printing, binding, copying, and related services, including internal high-volume and color copying equipment. 

In-house Printing - Limited in-house publication and document imaging services using a OCE high speed printer with various binding options and various paper stocks; electronic documents recommended, but can be scanned from supplied originals; high quality color copying available using electronic file or hard copy originals.

Printing Procurement - Provides pre-production planning and estimates; procures printing and bindery-related services (silk screening, die-cutting, embossing, etc.) for serviced DOC operating units through GPO term contracts, other Federal agencies, and commercial printing companies.

Graphics - Provides contractor graphic design services (page layout, cover design, pre-production planning and estimates, etc.) and in-house graphic arts service (charts, brochures, conference materials, etc.) for serviced DOC operating units; maintains HCHB building directories.

Centralized Copy Center - Self service center  located in Room 2830B of the HCHB; standard 8 1/2 x 11 paper provided. open 24 hours-a-day, 7 days-a-week; one, easy-to-use digital copier maintained during normal working hours.

Distribution Services - Maintains client distribution databases for use in recurring mass mailings; provides distribution support (photocopying, folding, stuffing, label generation, etc.).

  • Web pages
  • Electronic forms
  • Graphics
  • Digital photos
  • Electronic file conversion
  • Manipulate CD Rom Data and PDF files
