PROCEDURES FOR OFFICIAL FRAMING

 

 

 

Framing
 

The current policy and procedural requirements (reference HCHB Administrative Services Handbook, dated September 1993).

Policy: The Multimedia Division, OAO, is responsible for framing official material for offices and bureaus in the Department of Commerce. Official material is defined as certificates, photographs, and other printed material, the framing of which is necessary to accomplish the Department's authorized mission programs or objectives. No unofficial material will be framed. Unofficial material includes decorative or personal items that are unrelated to Federal Government service or business.

Procedure: To request framing, forward a completed Form SF-1, "Printing and Binding Requisition", approved by a Secretarial Officer (Deputy Assistant Secretary or above), to the Multimedia Division, OAO, via the Publications and Graphics Customer Service Center (CSC), located in Room 2846. In addition to the SF-1, the request must include:

  • a justification from your office which describes the need for the framing service and states why the specific Department function cannot be as effectively carried out without incurring the framing expense; and

  •  
  • an authorization to bill the requesting agency for the service.
     
  • all framing requires a minimum of 3 days turn-a-round time.

All questions regarding the Multimedia Division's determinations as to whether materials are official are the responsibility of the Director, Office of Administrative Operations (OAO). Questions about this issue may be referred to Robert Carr, Chief, MD, on 202-482-8200.
