The National Oceanic and Atmospheric Administration awarded a utility energy services contract for its Atlantic Oceanographic & Meteorological Laboratory in Miami , Florida . The project upgraded the building lighting system, replaced HVAC controls, and installed a thermal energy storage system to shift some of the HVAC load to off-peak hours. These energy conservation measures reduced the electric demand by 117 million Btu (39 percent) while making badly needed improvements in the building infrastructure. Annual energy and operations and maintenance savings resulted in almost $46,000.

Strategic Implementation Plan for Energy Management

Department of Commerce Strategic Implementation Plan for Energy Management Logo

The Department of Commerce is institutionalizing the goals of Executive Order 13123, Greening the Government through Efficient Energy Management, with the development of their Strategic Implementation Plan for Energy Management.  This Plan is fully endorsed by the Department's Senior Energy Official and will engage managers with responsibility for energy and water management within the Department and all of its Bureaus.  The plan provides guidance on the initiatives, goals and objectives of the Order and on the resources needed to accomplish these goals.  Also, the Plan establishes the Agency Energy Team consisting of appropriate procurement, legal, budget, management, and technical representatives for the Department and Bureaus.  Implementing the Plan will help Commerce achieve additional energy reduction goals and further reduce its $30 million annual utility bill.  The Department of Commerce has in place an excellent energy management program in which all of its bureaus and agencies participate actively.

You Have the Power Campaign

You Have the Power Campaign Logo

Recognizing that personal behavior is critically important to reducing energy consumption, the You Have the Power Energy Awareness Campaign was launched by DOE's Federal Energy Management Program in 1997 to assist Federal energy managers in spreading the word about energy-efficient practices and products, as well as facilitate partnerships with energy-related organizations in the private sector. Now in its fifth year, the campaign instills energy efficiency as a basic value among Federal agencies, private sector companies that work with them, and the general public that use, enjoy, and depend on Federal facilities. The campaign's theme is designed to give every Federal worker authority to take positive action to implement Federal energy reduction goals. Twenty of the largest Federal agencies (including Commerce Department) participate in the You Have the Power Campaign. Along with hosting Interagency planning meetings, working with Agency Coordinators on a one-on-one basis, and utilizing a wide array of outreach materials and events, the campaign recognizes Energy Champions who have developed and advocated innovative practices at their agencies that save energy and money, and improve the efficiency of the Federal Government. During FY 2000, the campaign recognized 71 new Federal Energy Champions, bringing the total number of Energy Champions to 296 since the inception of the campaign.

The Department of Commerce took an innovative approach to finance comprehensive and cost- effective energy conservation measures at its headquarters, the Herbert C. Hoover Building in Washington, DC. First, Commerce worked with the DOE's Federal Energy Management Program to obtain an energy and water survey of the facility. Recommended operations and maintenance initiatives were implemented immediately, with Commerce funding all low cost improvements. To realize all potential savings, a partnership was formed between Commerce, the DOE and the General Services Administration; an energy services agreement was initiated with Potomac Electric Power Company (PEPCO), the serving utility. This agreement and agency partnership enabled Commerce to proceed with four energy conservation projects valued at $1.4 million. The projects include upgrading the energy management and control system, installation of energy efficient motors, installation of variable speed drives on chilled water risers, and replacement of refrigeration equipment. The projects will save $387,000 and more than 50 million gallons of water annually. The partnerships and energy service agreement are the first of their kind in this region, and such arrangements are now available to all other Federal customers in PEPCO's service area.
