The Directorates
The Office of the CFO/ASA includes nine directorates responsible for a wide range of administrative functions, such as budget and financial management, procurements, grants, outreach to small businesses, human resources management, civil rights, facilities and real estate management, and security.
- The Director for Acquisition Management and Financial Assistance serves as Procurement Executive for the Department, implements acquisition-related requirements, represents the Department in external acquisition policy matters, and promotes innovative approaches to meeting client procurement needs.
- The Director for Administrative Services manages printing, publications, mail services, personal and real property, and the Herbert C. Hoover Building. The Office develops policies for energy conservation.
- The Director for Budget is responsible for all matters relating to budget formulation and execution, serves as liaison with external stakeholders in the Commerce budget, and manages the Department's activities under the Government Performance and Results Act.
- The Director for Civil Rights ensures equal employment opportunity for employees and job applicants throughout the Department, and maintains liaison with external organizations.
- Financial Management and Deputy CFO formulates and prescribes Department-wide financial management, accounting, fiscal policies, procedures, and controls, as well as provides assistance to Department components in their implementation. The Office ensures compliance with all laws, regulations, standards, and guidelines regarding these matters. OFM also develops and maintains a Departmental financial system, i.e., the Commerce Administrative Management System (CAMS).
- The Director for Human Resources Management provides leadership in all aspects of human resources management, provides direct services to the Office of the Secretary and assigned bureaus, and coordinates with the Office of White House Liaison as appropriate. The Office also administers the Department's occupational safety and health programs.
- The Director for Management and Organization provides management consulting services, leads Departmental participation in government-wide initiatives and projects, maintains the Department's directives system, and provides advice and support to senior Department-level officials on organizational issues.
- The Director for Security handles the planning, development, and implementation of security programs to meet statutory and regulatory requirements for the Department of Commerce.
- The Director for Small and Disadvantaged Business Utilization promotes the use of small and disadvantaged businesses in Commerce procurements.
