NOTE: This Handbook was develop to provide guidance to the Bureau budget
offices in the Department of Commerce in preparing their budget submission
and in meeting other Departmental budget reporting requirements. Chapters
I and II provide an overview of the federal government budgeting environment.
This is largely a summary of information that can be found in the Budget
of the U.S. Government. Much of this material expands on guidance
from the Office of Management and Budget (OMB).
